Budget tranches

One tranche per milestone. Code releases the next one only when the milestone before it is met. The first is at most 25% of the budget.
Caps: one project at most 5% of the treasury, all open projects together at most 15%, and a holder vote for any budget above 2%.

Where the money is
A project has no wallet. Its budget stays in Ostrell's treasury and is spent only through the signer, under the same caps as every other payment. Nothing here promises holders any return.
